San Diego County Office of Education (SDCOE) and the Customer Advisory Board (CAB) are pleased to announce a new, modern cloud-based planning and budgeting application for schools and districts – at no additional cost.

The Oracle Planning and Budgeting Solution platform will replace Hyperion in the fall for select districts. We have 16 districts that have signed on to be part of the initial system upgrade and implementation, with additional districts having the option to join the second phase of implementations next year.

SDCOE has decided to absorb the entire $600,000 implementation cost rather than increasing the Finance Upgrade allocation rate paid by districts. This upgrade will provide a streamlined and automated budgeting process, allowing users to quickly adapt to changing circumstances. The new system comes with no additional allocation for maintenance and support for districts currently using PeopleSoft Finance.

This product was selected after a thorough process that included input from districts, analysis from last year’s Ernst & Young review, as well as analysis and recommendation by the CAB. Selection of the new Oracle Planning and Budgeting Solution and the implementation partner, InnoFin Solutions, was a direct result of district feedback. During the evaluation process, the determination was made that the current budgeting solution was not fully meeting district budgeting needs.

After the first districts have upgraded, others will have the opportunity to implement the new planning and budgeting application for the 2021-22 budget planning cycle.
